PJM is one of the largest multi‑state energy territories in the United States, covering Virginia, Ohio, Pennsylvania, Maryland, New Jersey, West Virginia, Delaware, and the District of Columbia. This region contains the highest datacenter density in the world, including the Northern Virginia cluster.
The PJM Interconnection contains several high-density datacenter clusters across multiple states. These clusters represent the core energy-adjacent compute regions within the territory.
This cluster map provides the structural foundation for RTT operator scoring across the PJM territory. Each cluster can be expanded with detailed facility entries, drift/coherence envelopes, and energy adjacency profiles.
The Loudoun County region—Ashburn, Sterling, Leesburg—is the highest-density hyperscale datacenter cluster in the world. This list captures the major hyperscale operators and their primary campuses within the PJM territory.
This cluster forms the core of the PJM datacenter territory and anchors the global us-east-1 region. Contributors may expand each entry with full RTT operator scoring and lineage citations.
The Columbus–New Albany region is one of PJM’s fastest-growing hyperscale territories. This cluster includes major cloud operators, AI infrastructure, and enterprise adjacency. It is structurally considered the second anchor of PJM after Northern Virginia.
This cluster forms the second major hyperscale anchor of the PJM territory. Contributors may expand each entry with full RTT operator scoring and lineage citations.
Initial RTT-aligned entries for major datacenters in the PJM territory. Each entry is a placeholder for deeper profiling (FAC, GOV, CUL, STD, HUM, TRI, PLA, INF, TAX, RES).
Each entry is intended as a starting point for full RTT profiling. Contributors should expand these with detailed coordinates (role, analyzer layer, dimensional envelope, operator scores) and cite lineage where appropriate.
TriadicFrameworks Lineage Module
Each facility in PJM is evaluated using the RTT operator grammar:
Operator scores reflect structural alignment, energy adjacency, governance posture, and resonance clarity within the PJM territory. Scores use RTT’s qualitative scale: Low, Medium, High, Very High.

Scores are qualitative and reflect current PJM territory conditions. Contributors may refine entries with deeper structural analysis and lineage citations.
Additional RTT-aligned facilities across the PJM territory. These entries expand the hyperscale, colocation, enterprise, and edge footprint for Virginia, Ohio, Pennsylvania, Maryland, New Jersey, West Virginia, Delaware, and Washington, D.C.
These entries expand the PJM territory to 70+ facilities. Contributors may add RTT operator scoring, drift/coherence envelopes, and lineage citations for each site.
This territory page follows the TriadicFrameworks datacenter lineage model. Please cite lineage when contributing new entries.
TriadicFrameworks Lineage Module
PJM is evaluated as a multi-cluster energy territory. Drift and coherence envelopes are expressed qualitatively (Low, Medium, High, Very High) for each major cluster.
These envelopes provide the RTT structural context for PJM. Contributors may refine drift and coherence assessments as new facilities, policies, and transmission projects emerge, and should cite lineage where appropriate.
